Who We Are

The Coalition is composed of experts and advocates in this field who are committed to representing the interests of small businesses and individuals who have no say in the exponential increase in health insurance premium rates.

Advisory Council

Board President Sean Moriarty brings small-business health advocacy and health insurance credibility to insurance rate review. He was a leader in the HB 2009 Insurance Division Rules Advisory Committee. He formerly worked in the field of employee and health benefits for a company whose clients include Regence. He is now responsible for health insurance benefits as Human Resources Director of Cessco Inc., a small-group construction equipment leasing company. He is a member of the National Federation of Independent Business and the Associated General Contractors.

Board Secretary Rick Skayhan has spent much of his career as the Vice President of Marketing for HealthNet of Oregon. Additionally, he has much experience and credibility in the health care advocacy community as a former Board member of the Oregon Health Forum.

Ann L. Fisher is a former Advisory Board member of the Oregon Small Business for Responsible Leadership. She was a leader in the HB 2009 Insurance Division Rules Advisory Committee. She has significant Oregon regulatory legal experience, small business legal experience, and experience representing small primary care practices.

Former State Rep. Alan Brown, founder and President, Alan Brown Les Schwab Tire Center Inc, Newport, Oregon. He represented the Central Oregon coast in the Oregon House of Representatives and was instrumental in passing a law that required the Oregon Insurance Division to post health insurance rate request filings on the web.

Bobby Lee, Strategic Planning, Corporate Communications & Environmental Services Div. Manager for Hynix Semiconductor in Eugene. Mr. Lee is former Eugene City Commissioner and former board member of the Eugene Chamber of Commerce and the Lane Metro Partnership - Lane County's primary economic development organization. He is a board member of the Asian Council and actively involved in the Korean American Association.

Bruce Lawson, President and Owner, Homeland Fireworks, Vale, Oregon. This Oregon-based company is one of the state's premier public-display fireworks companies. He is active in issues facing small business in the Ontario and Vale Chambers of Commerce.

Dr. Doug Marlow, President, Oregon Psychological Association. Owner, Psychological Solutions, Hermiston, Oregon.

John Gawlista, President, Professional Grounds Management Inc., Hillsboro, Oregon, and Board Member, Oregon Landscape Contractors Association.

John Buffaloe, CPA, Portland, Oregon, practiced as an accountant with Price Waterhouse for two years before starting his own small business.

Dr. Kevin C. Wilson ND, Naturopathic Physician in private practice, Hillsboro, Oregon. Representing the 362-member Oregon Association of Naturopathic Physicians, Dr. Wilson is currently involved in its legislative committee.

Judge Steven Grasty, Harney County Commissioner, Burns, Oregon, has chaired the commission and spent his career fighting for economic-development in Harney County.

Dr. Mehdi Salari, Skyline Dental, LLC in Bend, Oregon since 1993. Concerned with health-insurance rate issues as a Small Business owner and costly hospital Emergency Dept. utilization for dental pain by the uninsured.

Francisco Lopez, Executive Director, CAUSA Oregon, Salem, Oregon, the largest Hispanic civil and human rights, and advocacy organization in the Pacific Northwest.
